Ensure CGO_ENABLED=0 set for all builds

What does this MR do and why?

Previously there was one call to go build -o ../bin/devfile that did not have CGO_ENABLED. Export this to the environment so we can be sure it is set.

How to set up and validate locally

export BUILD_FOR_ALL_PLATFORMS=true
make go-build
file bin/devfile*
