Why it needs to be picked

This MR makes a tiny change to the Prometheus buckets, allowing us to set up much more refined metrics (and apdex scores in particular). This data in turn is important to better plan the next quarter. The current bucket sizes are not very useful for us.

Potential negative impact of picking

Graphs may look a little bit different because of the changed bucket sizes. Other than that there shouldn't be any negative impact, as all we're doing is changing granularity.
