11.4.0 RC1: Deploy tokens can't be seen after generation

Circumstance description

On 2018-10-03 11.4.0.RC1 was deployed, deploy tokens functionality was impacted.

Impact

Users using newly generated deploy tokens were unable to use them:

Immediate corrective actions

Production hot patch was applied: gitlab-com/gl-infra/production#501 (closed)

Application fixes

Fixes were introduced by reverting the fix: gitlab-org/gitlab-ce!22149
