Patching for Missing Deploy Tokens

This issue was raised via https://gitlab.com/gitlab-org/gitlab-ce/issues/52228 and I agreed that this is a critical component of the service that we offer. This is fixed in 11.4.0-RC2 which is pending, so I have approved a patch via https://dev.gitlab.org/gitlab/post-deployment-patches/merge_requests/109/diffs that @stanhu has crafted.
