Update test rollout Ruby upgrade runbook

After Ruby 3.3 upgrade, we have some small improvements to the upgrade steps. Thus, this commit updates the runbook as the SSoT, instead of referring to previous upgrades. Also, the runbook will survive updates to the change request template.

If this commit is merged, I will do the same for the production rollout.
