How to debug and manually create release status metrics

This is the runbook to reference when debugging an unexpected panel in Delivery:release info dashboard and/or when wanting to manually create a new release status metric.

As a followup, we should just add the ability to manually create all the statuses in automation.gitlab-ci.yml as well, so that we don't need to go through the effort of creating a protected branch with temporary changes, but this runbook is to cover the documentation gap for now.
