Add placeholder job to CI to make sure CI always runs

Currently, the CI pipeline only includes the validate jobs, which only run on README files. Thus, when we make changes in other files, no jobs run, thus, the MR rule Pipeline must succeed. is not met.

This MR adds a placeholder job that runs on every MR.
