• Add release environment runbook ToC validation
• Only run Table of Content (ToC) validation in merge request, following our docs (https://docs.gitlab.com/ee/ci/yaml/#ruleschanges)

When updating the runbooks, it is needed to check if the Table of Content (ToC) in README is updated accordingly.
