Update start date for monthly release process

Overview

RC1 is the first stage of the monthly release process, RC1 should start on the 1st of the month, as per general/release-cadidates.md#creating-rc1

Questions

Not sure if the right change but from what I can understand the release process starts on the 1st, not the 8th (after FF) since there is RC1.
