Updating Release Manager QA failure runbook to make process easier to follow
Re-writing the QA failure runbook to:
- Better explain why we sometimes use release issues and sometimes incidents
- Give a better separation between the process overview, and the steps to follow. Hopefully, this makes it easier to jump to the relevant information when needed.
