Steps on mitigating failed pdm by marking as successfully executed

We've recently run into failing migration during PDM like this incident gitlab-com/gl-infra/production#16998 (closed) where we ran chatops run migrations mark commands like this (slack-internal).

This is to supplement our existing release runbook on PDM with those steps and steps following the chatops mitigation.
