Clarify the actions to take after a rollback

During the release manager fire drill discussion, it was brought to our attention that the steps to take after rollback mitigation in order to resolve an incident were not clearly outlined in our release documentation.

This MR is to add more context and steps to resolve the incident requiring rollback.
