Remove outdated canceled pipeline doc

https://gitlab.com/gitlab-org/release/docs/-/blob/master/runbooks/how-to-recover-from-canceled-pipeline.md seems to be outdated and looks as if it is fully resolved based on the note at the beginning of the doc.
