Mention gitlab-dev-cli as a tool for security backports.

Summary

This MR adds information about gitlab-dev-cli tool which reduces burden while working on security issues. I've created it a while ago and few people already using it so I think it worth mention in docs for better adoption. I hope it helps people to improve performance while working with security stuff.
