Reduce commits on the stable prep branch

• Add a 🔥 tip that provides us the ability to utilize ANOTHER Merge Request for running QA that contains a commit that ensures we run the package-and-qa job manually
• Doing so reduces the workload a tiny bit at the expense of creating yet another branch that we must maintain and keep track of during the backport procedure
• Adding this only as a tip because of the additional overhead may not be desired by all RM's
