Due to months with 5 weeks, like August 2024, the notion of the 2nd
and 4th of the month is not always applicable for the patch release
cadence.

This commit removes the second and fourth and just leave the 'before and
after' release week. The patch release dates are expected to be published
as part of gitlab-com/gl-infra/delivery#20032
