Prevent changelog paths from being created during testing

Prior to this change, the changelog specs were polluting the root release-tools folder with its various paths (changelogs, ee/changelogs).

Removing the line didn't have any adverse effect on the test suite.

Traced to dbc0af39 with git bisect and the following script passed to git bisect run:
