Updates security template steps.

What does this MR do?

  • Expands "QA" section. Given last security release incident, it's important to ensure security fixes are validated on staging, before continuing, or in another case, to let sit those fixes in staging for some hours before tagging.
  • Moves QA section before Packaging.
  • Adds manual validation step on 'Preparation'. This was not mentioned, but it's a step RM needs to do before moving to other steps.
