Respect the GITLAB_ELASTICSEARCH_INDEXER_VERSION file (second attempt)

  • We need the GITLAB_ELASTICSEARCH_INDEXER_VERSION file to be present in all the stable branches before we can merge this MR.

Master changed somewhat as we waited for the preconditions, so I've reworked this to fit the new Project::<Name> approach.
