Adjust authorization logic for Gitaly releases

Zeger-Jan van de Weg requested to merge zj-gitaly-maintainers-release-gitaly into master

Chatops doesn't have authorization logic, and in this case I don't think Gitaly maintainers should maintain this project too. Which required custom logic for Gitaly.

Release tools depends on its own logic, which seemed hard to extend and to perform more than in our case is needed ultimately. Maintainership is testing as part of the release job.
