Add GitLab version to helm charts tag message
Prerequisite for https://gitlab.com/gitlab-org/distribution/team-tasks/issues/213#note_145795937 . Having information about which GitLab version a tag in Helm charts repo corresponds to will let us code a logic to support backport releases.
