Revert "Merge branch 'chatops' into 'master'"

This reverts merge request !464 (merged)

Although I think that using chatops for running deployments is huge improvement, there are couple if unsolved issues which blocks usage of chatops at this point:

• https://gitlab.com/gitlab-org/release/framework/issues/36 - logs are not accessible
• https://gitlab.com/gitlab-org/release/framework/issues/38 - version check
• as a release manager I don't have access to the pipeline triggered by chatops - e.g. I can't see https://ops.gitlab.net/gitlab-org/takeoff/pipelines/8121 (probably we have to add release managers into an appropriate group as part of their onboarding process)
• there is no --resume for chatops command
