What does this MR do and why?

The merge request updates the template for AppSec Task Issue for patch releases to include adding the blog post link to the CVE issue references after the blog post is published but before the CVEs are published. This is related to https://gitlab.com/gitlab-com/gl-security/product-security/appsec/appsec-team/-/issues/1361
