This MR updates the final RC Slack notification to include the stable branch commits' link.

This is following the suggestion in this other MR: gitlab-com/content-sites/handbook!15833 (comment 2738330720)

This also makes it easier for the engineers to see the last commit that is included in the monthly release that is about to be rolled out.
