Handle waiting_for_resource when waiting for FOSS merge train

What does this MR do and why?

This MR allows the job kicked off by the Chatops command tags releasing candidates to properly wait to for resources to be available in order to proceed with the tagging.

wait_for_resource seems to be a new status that our tooling doesn't support, so we're handling this here.
