What does this MR do and why?

As part of the work in Reduce Production and Production Canary E2E Test Pipelines, this MR removes the qa:full:gprd-cny job from deployments to help in the efforts for Eliminate SET On-call: Phase 2: Live Environment Pipeline Frequency Reduction.

In order to help reduce load for on-call team members and decrease infrastructure costs, the Developer Experience team is looking to see where we can begin to reduce redundant pipelines against our live environments. The tests that run as part of qa:full:gprd-cny currently serve as non-blocking, functional tests which would have already previously run in Staging Canary, as well as blocking at the MR level in e2e:test-on-cng and e2e:test-on-gdk.
