Improves 'Release' section on Security patch template

What does this MR do?

Improves "Release" section on the Security patch template:

  • Changes the item for 'Publishing the packages' to be the same as the other templates
  • Removes 'Mark previous versions as vulnerable' since that is now done automatically
  • Changes last step to "merge the MR's to master" instead of picking them
