What does this MR do?

Fixes omnibus link on release and patch templates. I noticed the link is broken on gitlab-org/release/tasks#225 (closed).

Currently it's

https://gitlab.com/gitlab-org/omnibus-gitlab/merge_requests?scope=all&utf8=%E2%9C%93&state=merged&label_name%5B%5D=Pick%20into%10.8

and it should be

https://gitlab.com/gitlab-org/omnibus-gitlab/merge_requests?scope=all&utf8=%E2%9C%93&state=merged&label_name%5B%5D=Pick%20into%2010.8
