Add job to run mirror_status for tag day

What does this MR do and why?

As part of the monthly release pipeline, we have a manual checkbox to trigger mirroring status on slack, to ensure default and stable branches are synced.

This MR replaces this checkbox with a tag_day pipeline that runs the mirroring status, this pipeline will automate more check boxes.
