add step to start early merge using patch release pipeline
What does this MR do and why?
We added pipeline jobs to the patch release pipeline to early merge to use instead of chatops run release merge --security --default-branch in !3104 (merged). We should update the patch release task issue to ask release managers to use that pipeline instead.
