What does this MR do and why?

Describe in detail what your merge request does and why.

The variable $LAST_MATCH_INFO is returning nil during testing of the changes for this issue: gitlab-com/gl-infra/delivery#20191 (closed). It is supposed to be an alias variable for $~ and it is supposed to return the matching text from the last regex comparison. Upon further checking, the English library where it is supposed to come from is not currently added to the release-tools.
