What does this MR do and why?

  • Adjust message to perform patch for single version

To comply with the GitLab maintenance policy, when a patch release doesn't include security fixes, a patch release for a single version should be performed instead.

This commit updates the wording on the FixesVerifier class to notify release managers about the next steps if the patch release in progress doesn't include security fixes.
