What does this MR do and why?

Adjust issues to use patch terminology

Patch releases were repurposed to releases that include bug and security fixes. This commit updates interfaces shown to the public:

• The title of the tracking issue
• The title of the security task issue
• The notification sent at the beginning of the patch release
• The JiHu notification.
• Any other appearance via Slack or message posted by the security release pipeline.
