What does this MR do and why?

As part of https://gitlab.com/gitlab-org/omnibus-gitlab/-/issues/8357, we are moving nightly pipeline schedules to GitLab.com from dev.gitlab.org. To avoid accidentally turning on the schedule in dev, let's put it behind a feature flag.
