Add a check for migrations taking too long in staging

Corrective action for https://gitlab.com/gitlab-com/infrastructure/issues/3411 and https://gitlab.com/gitlab-com/infrastructure/issues/3416.

We should stop a deployment if a migration takes too long in staging unless it's something that the DB team has planned.
