Update security patch template to clarify vulnerability type

What does this MR do and why?

There was confusion around security patch releases and vulnerability type.

When a new security release is created it will always set Vulnerability Type: No on the new record. In the confusion, the Release Manager is going back and editing that field manually to something other than No
