Ensure we test the auto-deploy empty schedule

Alessio Caiazza (OOO until 2024-08-26) requested to merge add_test_for_empty_schedule into master

What does this MR do and why?

I found a testing gap in auto_deploy schedule.

I'm adding this test because we rely on this specific case to temporarily disable auto_deploy prepare.
