Run test also on ruby:latest

Alessio Caiazza (OOO until 2024-08-26) requested to merge ruby3_tests into master

What does this MR do and why?

Reintroducing !2321 (merged) without overriding the test rules.

I think we are past the point where we can allow tests to fail on ruby3.

Once we fully transition to ruby3 we can revisit this decision.
