Add step to notify security of non-security MRs that will be included

What does this MR do and why?

This adds a step to the security release template to notify the security release manager of any non-security bug fixes that will be included in the releases. Although this seems like something the security release manager could do themselves, we need to run the command right before merging the backports to ensure we get an up to date list.
