Add kas `gitlab_deployment_health` metric to be tested for promotion

What does this MR do and why?

Now that KAS has a gitlab_deployment_health metric that accurately encompasses error rate and apdex, we want to make our promotion checks include kas in determining if things are safe to promote.

Note that kas isn't auto-deployed yet, however it should be safe to start considering its health for promotion, with the work to make it auto-deployed coming later.
