Public Releases: limit deployment retrieval to successful deployments

What does this MR do and why?

Adjust Release#last_production_commit_deployments to only account for successful deployments, by filtering deployments associated with the project with a success status. This fixes the situations when the method returns commits being deployed to, instead of commits that were already running on GitLab.com, more details at gitlab-com/gl-infra/delivery#2607 (comment 1161017616)
