Only fetch successful deployments

What does this MR do and why?

As discussed in gitlab-com/gl-infra/delivery#2607 (comment 1155003056) we introduced a bug in the first iteration of the metadata fetching for public releases. We only want to consider successful deployment and this merge requests adds the necessary API parameter to filter those.
