Add Task to Notify QA of Security Release to Security Patch Template
What does this MR do and why?
This MR proposes adding a task to notify the QA team when there is an ongoing security release.
This is to help keep QA on-call DRIs informed so that when nightly tests report No data in #qa-nightly we will know it is expected due to Omnibus nightly builds being paused, and can pause the Nightly QA job if needed.
In a future iteration, creating a chatops or release-tools command to disable/enable the Nightly QA job can be explored, since release managers do not have access to do so at this time.
