What does this MR do and why?

The dev.gitlab.org mirror of this project resides in https://dev.gitlab.org/gitlab/gitlab-agent. However, for all the other projects, we mimic the namespace structure in GitLab.com in dev.gitlab.org also (with the top group being gitlab instead of gitab-org). This is also mentioned in https://gitlab.com/gitlab-org/release/docs/-/blob/master/general/security/mirrors.md, and is kinda an unwritten standard (and thus expectation).

This expectation caused CNG master to fail when gitlab-org/build/CNG!1074 (merged) was merged.
