Bring back "Add gitlab-metrics-exporter project"

What does this MR do and why?

The original change had to be reverted in !1956 (merged) due to a problem with the GME version value we set in Rails.

That problem is being fixed in gitlab!93656 (merged), to which I added an MR dependency.
