Revert "Merge branch 'sh-release-fips-tags' into 'master'"

What does this MR do and why?

As discussed in gitlab-com/gl-infra/delivery#2418 (comment 965881971) this will interfere with the security release.

The FIPS pipelines are not available before GitLab 15.1 so we want to add conditional logic to only tag FIPS images on version that support it.
