Find remote preparation MR by source branch

Robert Speicher requested to merge rs-allow-ready-prep-mrs into master

What does this MR do?

This allows us to find a preparation MR in either draft or non-draft form, preventing cryptic error messages when a release manager performs a second round of cherry-picks after marking a preparation MR as Ready.

Closes gitlab-com/gl-infra/delivery#2233 (closed).
