What does this MR do?

Removes GitlabQa project class

End-to-end tests from the gitlab-org/gitlab-qa project are obsolete, as such Quality has decided to remove them on https://gitlab.com/gitlab-org/quality/team-tasks/-/issues/1157. Ci job and trigger class were removed on !1684 (merged).

This commit removes the foundational Gitlab::Qa project class since it's no longer needed.
