What does this MR do?

We want to fire-and-forget the qa:full:gstg and qa:full:gprd-cny pipelines. Once the pipeline has started, the bridge job will be marked successful. If the pipeline has not started for any reason, the job will be marked as failed, and the coordinated pipeline will also be marked as failed (since allow_failure is false).

A coordinated pipeline was created using this branch, to test this change: https://ops.gitlab.net/gitlab-org/release/tools/-/pipelines/993619.
