What does this MR do?

Strategy for fetching QA changed on !1606 (merged). TL;DR - QA issue will be fetched through the API and the URL will be saved in an artifact. QA jobs will ready this artifact to send the GitLab QA issue as an environment variable, as such, we no longer need this change.
